Registration of Agreements with Colonies
I enclose a copy of a largely self-explanatory letter from the Secretariat raising with me the question how agreements between the United States and certain of our colonies should be entered in the register maintained under Article 102 of the Charter.
2. My own view would be that these should be entered as "having been concluded with the United Kingdom", to quote paragraph 4 of that letter. It seems to me important to maintain control over the agreements concluded by our colonies by treating them only as international agreements if the party on our side is the United Kingdom.(I am excluding, of course, for present purposes, agre ats concluded under the limited entrustments made in favour of Southern Rhodesia and Singapore in past times).
3. But I notice that one of the four agreements is the Parcel Postal Agreement between the United States and Fiji of 22 April 1965. I remember that there were some special doctrines
The at one time about the registration of such agreements. question at least arises whether they are inter-governmental as distinct from inter-administration agreements. believe that when you were here last year you said that some new doctrine had been developed on this subject.

4. I should be grateful therefore if you would obtain from whoever is responsible guidance as to how I should answer the enquiry by the Secretariat.
5. I enclose the original copies of the TIAS series publi- cations, which were sent to me with the Secretariat's letter. I have not retained copies, as I can have a sight of them if necessary in the Library here; but I should be grateful if you could return them when you have finished with them.
