HK would in GATT discussions still be represented from within the UK delegation, and would speak independently on behalf of Hong Kong.

PRESENTATION TO HONG KONG
It was agreed that a cable should be sent to the Governor to outline the proposals, saying they had been discussed at official level in Whitehall and HK reactions would be welcomed prior to a submission to Ministers.
7.
THE 'CONCORDAT'
It was agreed that the proposed arrangements would' subsune the Concordat currently under discussion.
