British Colonial Agreement

May I refer to your letter LE 231 PP of 22 November, 1968 to me concerning the question of registration of certain Agreements concluded by the United States of America with the Governments of Hong Kong, Fiji and British Honduras. I am sorry that I am so late in replying, but we have only just received guidance from the Foreign Office.

After looking into the matter carefully, the Foreign Office conclude that the proper way for these Agreements to be recorded, having regard to the status of the territories concerned, is that they should be registered as between "The United Kingdom of Great Britain and Northern Ireland (on behalf of Fiji)" or as the case may be. The practice of the Secretariat therefore has our full support.

I am glad to see from your letter under reference that such an arrangement would also be acceptable to the United States of America, so that there will be no difficulty in that quarter.

I hope therefore that in due course you will be able to proceed with registration of the four Agreements which gave rise to this question when you are in a position to do

SO.
