G.A.T.T.

1. Mr. Haddon-Cavo said that there were three aspects of the

G.A.T.T. problem:-

(i) because Britain was the metropolitan power and

(ii)

Hong Kong a Dependent Territory, Hong Kong had no

G.A.T.T. relationship with the U.K. by virtue of

Article XXIV(1) of G.A.T.

through Britain having accepted the G.A.T.T. on

Hong Kong's behalf, the latter had a G.A.T.T.

relationship with the Six, as separate Contracting

Parties to the G.A.T.T.; Britain, as the metropolitan

power, spoke for Hong Kong at G.A.T.T. meetings etc.
