4. I am particularly concerned about the situation that will arise if we join the EEC and have to adopt a common commercial policy which, it seems inevitable, will sooner or later involve the applica- tion of measures by the EEC deliberately designed to damage Hong Kong's commercial interests.

5. I would like to see the framework of an arrangement worked out now, much on the lines suggested by Mr. Carey, which could later be

used as a model for the form of the relationship between the EEC and

Hong Kong.

6. I have discussed Mr. Carey's minute only briefly with Mr. Morgan. FED will have to be brought into the discussion at some point, but I am sending the papers to you now in the hope that Sir L. Monson may be able to record his views today (I understand that he will be out of the office from Monday to Thursday next week). Mr. Gallagher and Commodities Department are most anxious that we should deal with

the MINTECH proposals as quickly as possible.
