Thank you for your letter of the 2 April enclosing the draft of a letter to the Governor of Hong Kong about the proposed document on the colony's commercial relations. I have no comments on your draft letter (except to suggest in paragraph 9 (ii) the insertion, after 'proviso' of "to paragraph 3"). If the Governor accepts your suggestions we shall be content with the resulting document and willing to commend it to the President.
