Apart from considerations of that kind, there could I suppose be constitutional or legal difficulties in the way of any such disclaimer.

On the whole, I am inclined to doubt whether this idea is a feasible one; but I think that it does deserve fairly careful investigation. One useful point would be to know
whether in fact there are serious constitutional or legal
obstacles in the way.
