At this morning's meeting of Under-Secretaries, there
was a brief discussion of the non-cotton textile problem
during which Sir D. Greenhill mentioned an undertaking which the Secretary of State had apparently given to the Governor of Hong Kong during his recent visit to the Colony to the effect that, in all matters affecting Hong Kong, we would do everything possible to safeguard her interests consistent with our own policy.

Neither Mr. Bottomley nor I recall having seen the
record of the discussion at which this statement was made
and, as it is directly relevant to the non-cotton textile question with which we are now dealing, we should be grateful if you could provide us with a copy urgently.
