SIR:

I refer to the Agreement between our two Governments concerning trade in cotton textiles signed today and confirm my Government's understanding with respect to the exports of cotton textiles that are to be counted against the limitations in the Agreemen

In view of the special circumstances discussed by the representatives of our two Governments during the negotiations from which th Agreement resulted, the Government of the United States of Ameri agrees that during the first year of the Agreement only,

(i) the Government of Hong Kong shall have the lion of

permitting "swing" transfer freely between categoria 15. 16. 18, 19. 23, 24, and 25 provided that the mesitum export in any one of thest catego, is abil not exc. 12 miltion yards; and
