So for as Hong Kong trade in cotton textiles agreements are concerned we have, in the recent past, considered

the registration with the U.N. of the following instruments: -

T.I.A.S. 5872.) Arrangement between U.S.A. & Hong Kong of 7/16 November, 1964. T.I.A.S. 6088. 2) Agreement between U.S.A. & Hong Kong of 26 August, 1966. T.I.A.S. 6290. 3) Agreement between U.S.A. + llong Kong of 31 May, 1967 (aveds nr. 3) above)

The following action has been taken in respect of each:

GNT 7/5(69), folios 0.0.

GNT 7/5-(70). folios 0.0+0.

1) and (2) Referred to E.C.O. by UKMIS, New York on 28 November, 1968 for permission to approve registration by U.S.A.; registration duly approved by N.FT. Dyt, Hong Kong Dept. & Legal Advisers in March/April, 1969; decision Conveyed to UKMIS on 9 July, 1969; agreements finally registered by U.S.A. on 6 August, 1969 under U.N.registration nos. 9749 and 9769 respectively.

3) Referred to E.C... by Ukous, New Yorke on 19 January, 1970 for permission to approve registration by U.S.A.; registration duly approved by N.HT. Dept. Hong Kong Dept. & Legal Adviser in Marel / Aprel 1970; decision conveyed to OKMIS on 30 April, 1970; agreement has presumably been registered by U.S.A. by now, though we have yet to receive confirmation of this officially My understanding is that the U.S. Lovt. registered it on 6 August, 1969 with

•2) above, & that we are therefore faced with a fait accompli.

2. I think you may consider informing Hong Kong that the above thee instruments have already been registered with the U.N. by the U.S. Gout. with H.M.G.'s concurrence as agreements binding on the United Kingdom. As regards pare. 50 of Hong Kong's Saving Despatel, I can only confirm the last sentence of paragraph 2 of the. Gaminara's minute of 17 Agil, 1969 at folio of ENT $7/5 (69). The fact that we allow registation

acceptance by H.M.G. that the instrument hus the status of an agreement binding us in international low. This
