3 August and you will have since seen Guidance No. 202 which gave an account of the position reached at the end of the UNCTAD Special Committee on Preferences Meetings which began on 21 September.

I attach copies of minutes by Mr. Kemmis 30 November) and Mr. Lam of DTI (of 3 December) which will bring you up to date on the gradually emerging outlines of other donors' policies on beneficiaries, especially that of Japan. As Mr. Lam suggests in his penultimate paragraph, the final outcome is far from certain.
3. The U.S. has claimed beneficiary status for its dependent' territories which clearly implies that ours (Hong Kong always excepted) will be automatically included in the American offer - provided, of course, that they comply with whatever condition the Americans impose regarding the withdrawal of the reverse preferences some of them now grant us.
