Her Majesty's Government noted with great interest the
reference to the generalised preference scheme in the opening
statement made in Luxembourg on 30th June by the President of
the Council of the European Communities to the Conference between
the European Communities and the States which have applied for
membership of these Communities. The passage in question was:
"Dans le cadre des responsabilités nouvelles de la
Communauté élargie, auxquelles j'ai fait allusion, il serait
également souhaitable que les Six et les états candidats se
concertent, de préférence dans le stade initial des negociations,
en vue d'adopter une position commune à l'égard du problème des
préférences généralisées."
Her Majesty's Government has under consideration the
desirability of bringing the United Kingdom offer of generalised
preferences into line with that of the European Communities so
far as this is possible. They have noted with pleasure that
recent discussions within the 0.E.C.D. have revealed a substantial
identity of view between the United Kingdom and the European
Communities on the outstanding issues.
When Her Majesty's Government comes to take a decision on
the final United Kingdom offer of generalised preferences,
an extremely important consideration will be the unresolved
problem of beneficiaries, which is to be further discussed at
a restricted meeting on the occasion of the O.E.C.D. Trade
