Trade Policy Department and we in Hong Kong Department have been waiting for the reaction from Hong Kong to the proposal in paragraph 3 of Washington telegram No.3122. We cannot really come to any con- clusion on the proposal until we know what Hong Kong think about it. We are sending a telegram today to Hong Kong asking for their views.
