Mr. Takeuchi explained that his main responsibiliti as Vice-Minister (a post which the Japanese had created following the British example) was to assist the Foreign Minister in his relations with Parliament. This was very important as Japan's diplomatic posture

It was was a subject of political controversy. unfortunate that there was such a large gap between the views of the Government and Opposition parties on e.g. Japan's relations with the U.S. on the one hand, and with mainland China on the other. Mr. Royle

asked what the Japanese Government thought could be

done to improve their relations with China.

Mr. Takeuchi replied that it was really up to the Chinese to be more creative and stop thinking of the Japanese as opposed to them. In reply to a question from Mr. Royle, he said that there were six or seven Japanese nationals detained in China of whom the Japanese Government had no news. Mr. Royle explained that Mr. John Morgan had just returned from a visiu to Peking. This followed a visit by Mr. Wilford earlier this year and we planned to continue such visits by /officials
