We agree with Hong Kong telno 762 that the sug- gestion in paragraph 3 of yourtel under reference merits a positive response, if only to show flexibility and prevent the Administration from approaching the Hong Kong question in a spirit of all-or-nothing which would be more likely to produce nothing.
2. We think it would be more useful for you to float the proposal in Washington at the first opportunity, and depending on the results, we could then take sound- ings at the OECD Trade Committee. We note that you will bring new pressure to bear on the State Depart- ment Bureau of European Affairs, and leave to you whether the Barger suggestion (without attribution) is conveyed to that bureau or directly back to Barger.
3. In Hong Kong telno 762, paragraphs 5 and 6 appear to go beyond the Barger idea of a duty-free quota on existing Hong Kong exports, and stake a claim for growth in certain circumstances, while also envisaging the application of these quotas to only half Hong Kong exports to the U.S. It remains to be seen whether these extensions to the original concept would prove
