With regard to the EEC inclusion of Taiwan and South Korea, it is not, in principle, for the UK to argue for against the inclusion of beneficiare Suite (unless they happen to be members of the Commonwealth by other donors. In general, we would wish to see any burden we carry shared by other donors. If they chose to take on any burden the UK did not share,
