Visit of Mr Marshall Green: Hong Kong and the GPS

As I promised you on Friday, I attach herewith some draft paragraphs setting out the latest Hong Kong U.S. position in the GPS for inclusion in your brief on the political reasons why America should avoid damaging the economic and political stability of the colony.

2. No doubt Mr Wilford will be prepared to ensure tha this subject, of such great importance to Hong Kong, is given its full weight in the talks with Mr Marshall Green.

3. We have not yet received the copy of the paragraphs of political argument you mentioned to me on the tele- phone, but I trust that the points I make in the attached minute (in raw form, as I do not know the length and format of your submission) will combine suitably with

yours.

4. As I am going on leave tomorrow, I had best give you any additional points you may require by telephone before close of play this evening.
