Generalised Preferences.

As Marshall Green was known to be going on holiday

immediately after our talks we made our detailed

representations to Jenkins, giving him a note of

which the text follows by bag. At the conclusion of

the talks, however, we emphasised to Green the

importance we attached to Hong Kong receiving fair

treatment under the scheme. Green made clear that in

talking to him and Jenkins we were preaching to the

converted. Jenkins undertook to make known our

strongly expressed views to the State Department and

others on his return to Washington.
