Thank you for your letter of 10 November.

2.

As regards the meeting of the ad hoc Group on 23 November, you can rest assured that the question of beneficiaries will not be discussed. I shall of course use the opportunity for pursuing contacts privately with the usual people.

3. I agree with your general assessment of the possibilities when the Trade Committee meets on 30 November. The Americans may be in a position to say definitely that they will exclude the Communist countries, but in the current state of play on reverse preferences (the Americans are supposed to be holding bilateral consultations will all interested parties) they will not be able to say anything new on the OCD developing countries or on any of the Commonwealth countries granting reverse preferences. In these circumstances the EEC will have no reason to indicate their position and, indeed, I think that they have yet to agree on one. Japan and the other donors (other than New Zealand) can similarly be expected to keep quiet.

4. As regards Hong Kong, the other major donors are all in the process of discussing with us and with you possible solutions to their problems and I think we can be pretty certain that they will say nothing positive about any possible outcome.
