Date of Implementation

The date of implementation of the schemes has yet to be
settled.
We and most of the other donor countries expect to enact
the necessary legislation during 1971 but we cannot yet commit
ourselves to any date for putting our scheme into effect.
Line to Take

we consider that all the schemes should be introduced more or
less simultaneously and hope that this will be possible during 1971.
