Hong Kong's future would be seriously damaged if she is excluded from the United States Preferences Scheme.
We understand that the US willingness to include Hong Kong may depend on her inclusion in the schemes of the EEC and Japan. We now expect that the EEC will decide to include Hong Kong, although not on those goods that the US are excluding. We hope that the US will agree to do as much as the EEC and will not take any premature decision to exclude Hong Kong. Japan has reached no final decision en-this, They are likely to be influenced
more by their fear of Hong Kong as a competitor in the
US market than in their own market. The US should therefore
not be influenced by what Japan does.
