Defending our actions to the Community, the only addition/ argu- ment that occurs to me is an ad hominem one which could be used only obliquely, and this is that our decision not to adopt an EEC type scheme was largely the result of information at the crucial moment to the effect that Hong Kong was firmly to be excluded from the EEC offer (Di Martino's meeting with Lam at Geneva).

The points made above tend to confirm the impression that it will now take very high level pressure to shift the EEC, although Tran under took without much optimism to transmit the Jones suggestion that the. BEC exclude Hong Kong textiles and footwear but not Hong Kong tout court (the colony's interest in the Six is apparently limited to obta ing enough to get the Americans to include her in their preferences scheme). Were this EEC minimum to be obtained, and were it to satis: the Americans, we could perhaps get the latter to drop their insisten that Japan also include Hong Kong. We might suggest that Japan was deliberately excluding the colony from her offer simply to sabotage the possibilities of a dangerous rival in the US market.
