2. Since the two Prime Ministers will be meeting in the
context of the U.N. anniversary session, Mr. Sato may well wish to bring up Japan's aims in regard to the U.N.
In the general. at an early stage in the discussion, debate this year, the Japanese Foreign Minister reverted to Japan's proposal that there should be a re-examination of the composition of Security Council membership.
It
is likely that Mr. Sato will also refer to this in his
statement. Japan's eventual goal is a permanent seat
on the Council, or at least a share in a permanent seat with another country or group (Italy has similar
ambitions).

3. If Mr. Sato seeks support for these aims,
Prime Minister may wish to say that while we have considerable sympathy for the view that countries like Japan have a great deal to contribute to the Security Council, it is difficult to see how this can be
