Generalised Preferences.
We agree with Hong Kong that the provisions in
the Japanese offer for duty quotas and the fifty per
cent cut-off for preferential imports of a particular
product from a given beneficiary should provide
adequate safeguards for Japanese industry.

It is apparent however that the Japanese are not
satisfied that the safeguards in their offer adequately
protect them and we quite agree that it would be well
worth while finding out what they have in mind.
