As promised I am enclosing a draft Lrief on this subject which we have prepared for the talks with Mr. Hijzen tomorrow. It was written before we saw Yr. Lan's minute to you of 22 September, paragraph 4 of which is relevant. Because of the time factor 1 have not re-writter. the brief to take full account of Mr. Lam's remarks.

When you have had a chance to look at the draft perhaps we could discuss whether it would serve as a brief for both Mr. Hughes and Mr. Bottomley. I should be grateful for comments also from Mr. Laird and Mr. Brind.
