decide whether to join or not, on the basis that Hong Kong will not get any more favourable treatment with us inside
in the Six the Community than before, that Hong Kong (probably) will not be a beneficiary under the generalised preferences
scheme, and that it would be for us to give Hong Kong any financial compensation which we think desirable from purely British funds. I hope I am wrong.
