Now that the Chancellor of the Duchy of Lancaster has returned to London I asked his Private Secretary whether he had received the telegram we sent him (Christian No. 6 of 12 September) as briefing for his discussions with the Governor following liong Kong telegram No. 602.

Mr. Tickell told me, that Mr. Rippon and he himself had made the points in our telegram to Sir J. Cowperthwaite and other Hong Kong Government officials though they were not, as far as he can remember, made directly to the Governor himself. Hong Kong Government officials accepted what Mr. Rippon and he had to say and there was nothing else to report. There does not seem to me to be any need to reply to Hong Fong telegram No. 602 though we should bear the Governor's points in mind. If any of the recipients of this minute think otherwise perhaps they would let me know.
