In the light of the most recent telegrams about the date for the talks with Hong Kong, I should record that Ernst is not reliable, and probably not well disposed. It seems to me dangerous to encourage Ernst to have separate talks with/Hong Kong Government, outside the context of the negotiations in Brussels. If it is too late to stop Ernst having these talks (which he may use for his own purposes, if necessary for misrepresentation, when he gets back to Brussels) I suggest that, at the very least Mr. Christofas should be encouraged to let Wellenstein know exactly what is going on; and that the Hong Kong Government should be asked to let us have a full account of the talks so that we can tell Wellenstein what happened during them.

Dahrendorf is, of course, quite another matter, and the more he talks to people in Hong Kong the better.
