In addition to the 10 per cent swing between specific categories and from Group II to Group I which he had already mentioned, Ernst confirmed there would be unlimited down swing into the single Group II basket.

Dorward noted that this proposal involved a cut-back of Hong Kong's 1970 quota limits in France (450 tons) to 150 tons. Ernst said that he was unable to comment on how the French offer was reached. Ernst went on to give the breakdown between individual Member States by groups and specific categories :-

Note was taken of an apparent discrepancy, in that the total of the French specific limits in Group II exceeded their Group II total. Ernst said he had noted a similar discrepancy in another agreement and said that this might be clarified at a later stage.
