It now appears probable that the AC Commission will produce a paper for the ix about the cependent territories of the UK, whom we wish to see associated under art IV of the Treaty of Rome.

This paper will include a reference to their legal/constitutional status vis-a-vis the UK.

2. it is obviously important that the Commission get the details of this question right, and we are anxious to ensure that they do. I should therefore be grateful if your Department could let me have, by lunch-time today, Friday 8 October, short but sufficiently comprehensive notes on the legal/constitutional status of the dependent territories for whom they are responsible. The notes will then be passed to the EEC Commission in Brussels.

3. I apologise for this very short notice. But since the Commission are likely to produce their paper next week, we have very little time.
