1) The discussion under Peter Blaker's Chairmanship was useful.
2)
At Ditchley, from 4th to 6th December, we discussed South East Asia. It was clear that Hong Kong is being left out of future considerations by almost all those there.
3) This is because of their present dependent status, which means they do not have the same entree as Singapore, although they are at present of much greater size and significance.
4) I know well the problems of "independence". Can we study the possibility of some Associated status which would enable it (a) to associate with the B.B.C. and (b) allow a greater self representation in South East Asia and other regions and activities in the world?
