"Mr Jordan said that the Article 4 Agreements with
Germany and the Benelux were quite different from the French Article 2 restraints and further that there
was no comparison between agreed restraints under the C.T.A. and the proposal for restrictions on other items. There was no internationally agreed policy for such discriminatory restrictions as the Commission had in
mind".
