would flagrantly violate the rules of the GATT and that they
are trying to find some way round this obstacle.
Obviously
they would prefer it if Hong Kong would relieve them of their
embarrassment by agreeing to voluntary restraint in those cases
where the French cannot be persuaded to give way and
especially in umbrellas.
But if we continue to refuse to co-
operate in this regard they may try to find a way out which
will at least preserve the appearance of legality
its practice.
