Please see (14) and its enclosure-a petition from the Hong Kong Civil Servants' Association "in the matter of equal pay and conditions of service for all women serving officers in the Hong Kong Civil Service".

The Governor has detailed the present position on this whole question; in essence, that the Government & the principle of equal pay three years ago (para. 2.) but that the matter is not one which can be speed- ily concluded, and further examination of the grades not yet accorded equal pay is preceding as rapidly as possible. He concludes by saying:
"In conclusion this petition appears
to be ill-timed as the extremely complex matters with which it deals are either still under consideration or are the subject of consultation with Staff Associations. However
I shall suggest a draft reply for your consideration as soon as possible"
3. Until we receive the Governor's draft there does not seem to be a great deal that we can do, although I attach a draft Saving Despatch, saying that we will await his draft, but meanwhile would he acknowledge receipt on our behalf.
