No explanation of the decrease in a) of 6 grades is given but in the despatch it mentions that 2 grades in c) have subseqneulty been included which accounts for the albercase in the Dispatch of 2 grades. It may be that subsequent to the publication of the establishment. Circuler, various grades in a) were combined,

The reason why the 18 grades in b) have been included from the schance would seem to be that they are grades already filled wither entirely or mainly by women; hostil manageress" and "midwife" for example
