Thank you for your letter of 10 June to Mr. Foggon, who is at present in Geneva, about the situation in Hong Kong.

I have made some enquiries and it appears that unfortunately the letter putting our views to the Hong Kong Government was delayed in the Office and would not therefore have been seen by the Commissioner of Labour before the meeting referred to in your Branch Secretary's letter. I have been asked to convey the apologies of the Department concerned for this hold-up.
However, by now the Commissioner will be aware of our views and I hope that he will be able to bring this matter to a speedy and successful conclusion.
