I understand that Mr. Harold Gibson saw the employers concerned on behalf of Mr. Jenkins but do not know the outcome. I shall be lunching with Mr. Gibson on Thursday, 9 July, but will try to reach him on the telephone before then.
2. So far as the legal position is concerned, Section 35 of the Hong Kong Trade Unions and Trade Disputes Ordinance 1948 (Cap.64) has not been repealed - and makes the usual provision for the Governor to set
up an arbitration tribunal with the consent of both parties. Perhaps what Sir H. Norman-Walker had in mind was the absence of any legal authority to submit trade disputes to compulsory arbitration.
