You will wish to see the attached unhappy letter from Mr. Clive Jenkins, dated 30 June. Taken together with Hong Kong telegram No.428 we are clearly in a very difficult situation. I will try later today to speak to Mr. Gibson on the telephone to see if there is anything arising from his talks which will add to our understanding of the problem.
2. The agreement of the Management to talk to the Union on an informal basis is a helpful step forward but what, I wonder, is included in the expression "certain matters"? If wages and current contracts are excluded one cannot see Mr. Jenkins accepting this without some struggle. I think we must begin, therefore, by asking Hong Kong what are the matters which the Management is prepared to discuss with the Union on an informal basis (para.3 of their telegram 428)
