I should be grateful for your help in clarifying

position in Hong Kong regarding negotiations on wages

and conditions of employment. Setting aside question

of "formal recognition", are there e examples of

employers who in practice and without such formal

recognition, are prepared to discuss wages with a

representative union? Is this what is meant by

"working arrangements" in para 2 of tel. No. 428?
