(2) The Government shell, when exercising the right referred to in Clause 15(1), inform the main Staff Associations of the reasons for such exercise. The Staff Associations shall comply with any requirement as to secrecy which the Government may impose when supplying this information.

(3) The right to alter, or refuse to alter, conditions of service referred to in Clause 15(1) comprises also the right to make such amendments to Establishment Regulations, and any other Regulations issued by and on behalf of the Government, as may be necessary to give effect to any exercise of the right referred to in Clause 15(1).

Nothing in this Agreement shall affect any rights of petition conferred by Colonial Regulations.
