Heads of Departsant should allow staff time off to etténá meetings of the Senior Civil Service Council or its Committees. than this, and except for consultation between departments and departmental associations, only a limited degree of staff association activity should take place in office hours.

The use of office premises for meetings after office hours is at the discretion of the Department. So is the display of staff association and staff side notices on official notice-boards.

It is usual to supply staff sides with copies of all instructions issued to staff generally. The Establishment Branchi of the Secretariat supplies the three main Staff hasociations with copies of Establishment Regulations and all amendments, and also with all Establishment Circulars.
