MEETING WITH A DELEGATION LED BY MR. CLIVE JENKINS
GENERAL SECRETARY OF THE ASSOCIATION OF SCIENTIFIC. TECHNICAL AND MANAGERIAL STAFFS (ASTMS) ABOUT
TRADE UNION RECOGNITION IN HONG KONG
A delegation consisting of Mr. Clive Jenkins, General
Secretary of the ASTMS, Mr. Ian Mikardo, MP, President of the
ASTMS, Mr. M. Young of the Electrical, Electronics, Telecommunica-
tions Union Plumbing Trades Union (EETU/PTU), Mr. Maurice
Orbach, MP, and Mr. Russell Kerr, MP, will be seeing the
Parliamentary Under-Secretary on 14 December at 3.30 p.m. to
discuss trade union recognition in Hong Kong.
Background
2. The meeting has been arranged at the request of Mr. Jenkins
who wrote to the Parliamentary Under-Secretary on 25 November.
The United Kingdom based ASTMS has a branch in Hong Kong which
was registered as a trade union on 17 February, 1970. Its
membership is open to supervisory staff, scientists, engineers,
technicians, managers and executives, and students/trainees
undergoing training for positions qualifying them for full
membership in the Association. The local Hong Kong branch
claimed (May 1970) a membership of 67 expatriate and non-
expatriate staff employed by the Hong Kong Aircraft Engineering
Company Limited (HAECO). Mr. Young accompanied Mr. Jenkins on a visit to Hong Kong in October 1969.7
