Hong Kong Trade Union legislation.

Mr. Hurst's minute of 30 November.

Mr. Hurst has listed a number of points on which the TUC

is expected to write to a Minister. A number of these points

concern existing legislation and are not germane to the

Trade Union Registration (Amendment) Bill which is now

under consideration in Hong Kong. These points will not,

therefore, affect the present Bill.

2. But there are at least four items which the TUC is expected

to raise which refer to the amending Bill. The Commissioner

of Labour has announced that the Bill is expected to go to

the Legislative Council "at the end of November or the beginning

of December".

3. Mr. Hurst recommends that the Hong Kong Government should

be advised of the TUC's impending comments so that we can

deal with them before the Bill is published.

4. You said that we should wait for the TUC letter before

telling Hong Kong about the further changes which may be put

forward by the TUC. Once the letter is received, it would seem

necessary to send a telegram to Hong Kong.
