I wrote to you on September 24, 1970 concerning a Bill to amend the Trade Union (Registration) Ordinance in Hong Kong. Since then there has been a somewhat limited, and even haphazard, discussion of the Bill in the Overseas Labour Consultative Committee, where the relevant texts were not
available.
I have since received from your officials a copy of amendments to the draft Bill which are proposed as a result of its consideration by the Labour Advisory Board in Hong Kong. I am glad to see that some of the proposed provisions to which we have objected have been removed or modified.

However, there remain some features of the Bill and of the principal Ordinance which we find objectionable, and which ought to be discussed more amply, since the introduction of an amending Bill should provide an opportunity to consider them. To assist in that direction I enclose a note on the Ordinance and the amending Bill taken together.
