Since receiving your letter of 20 October I

have had an opportunity of talking to Mr. Royle

in London about the Hong Kong Trade Union

Registration (Amendment) Bill.

I should first like to emphasise, as Mr. Royle

confirmed to me, that the draft Bill was made public

in Hong Kong for the express prupose of giving all

sections of opinion and opportunity to comment on it.

In the light of these comments and the subsequent

discussion with the Labour Advisory Board in Hong

Kong, on which, as you know, both the Hong Kong TUC

and the local Employers' Federation are represented,

the Bill has now been much modified in a number of

important aspects and in its revised form will, I

hope, be much less objectionable.

There were four principal points of criticism of

the draft Bill and I am glad to be able to tell you

that three of the four areas of objection have been

met by changes in the Bill.

Registration of temporary unions

These provisions are being deleted from the

Bill.
