FCO telegram No. 700 to Hong Kong at (26) recommends the deletion of the words "or against public order" from proposed amendment to Clause 12(c) of the above Bill.

2. The other point in regard to this clause raised in Mr. Eaton's minute of 14 October is that it could include comparatively minor offences as a cause of debarment from Trade Union office. In the original draft Bill sent with Hong Kong Saving Despatch No. 1137 of 10 October, 1969, the words "punishable with imprisonment for a term of not less than two years" is included but these words were omitted from the amended clause in Hong Kong Saving Despatch No. 736 of 17 June. The re-insertion of these words would ensure that debarment was not imposed for minor crimes.

13. There are no other legal points which Mr. Eaton considers should be amended.
