You wrote to me on 5 October about the resolution concerning trade union rights in Hong Kong.
20 I have now spoken to Buiter on the lines of your letter and he expressed gratitude that we had taken the trouble to inform him of our position. He made the point that in his view new leaders were coning forward in the trade union movement in Hong Kong and that a more dynamic approach could be expected. He felt that our previous anxiety in regard to the proximity of Hong Kong to the Communist world would have to be modified and that it was no longer appropriate to take measures which might be aimed
Buiter told me that at the prevention of "contamination". the Executive Committee of the Asian Regional Organisation will be neeting on the eve of the Executive Board of the ICFTU (which as you know will be in Brussels from 7-9 December) and he expects that the Asian Regional Organisation will ask the Executive Board for an endorsement of their position and Buiter told me of the Resolution which they have presented.
that he would then receive his instructions from the Executive Board and, if the Board approved the Asian Regional Organisation's attitude, he would expect to be sending a communication to the U.K.Government.
