Moreover, the explora- tion of the area and the exploitation of its resources should not result in any unjustifiable interference with other uses of the sea-bed or of the high seas, including the conservation of the living resources of the sea, or in any interference with the freedom of scientific research.

Hong Kong Trade Union Registration Ordinance

Mr. Judd asked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on his recent discussions with the Government of Hong Kong concerning the proposed amendments to the Hong Kong Trade Union Registration Ordinance.
Mr. Anthony Royle: Her Majesty's Government have been in close consulta- tion with the Government of Hong Kong about the Trade Union Registration (Amendment) Bill 1970, which was issued for general consideration early in August. The Bill went before the Labour Advisory Board in Hong Kong, on which both

Amendments to the draft Bill are now being considered by the Hong Kong Gov- ernment in the light of the views of the Labour Advisory Board and those of other organisations and individuals.
East-West Relations
Mr. Coleman asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Govern- ment accepts the Council of Europe Recommendation No. 614 on East-West Relations which has been accepted by the Consultative Assembly; and whether he will vote in favour of the proposals con- tained in paragraph 12, in the Committee of Ministers.
Mr. Anthony Royle: Her Majesty's Government endorse the general tenor of Recommendation 614 and the importance it lays on exchanges of views between member States about East-West relations and about the possible preparation and organisation of one or several conferences on European Security. A permanent body for East-West relations might be useful in certain circumstances.
There is no question of a vote, but our views as set out above will be made clear in the Committee of Ministers.
Rhodesia
Mr. Arthur Lewis asked the Secretary of State for Foreign and Commonwealth Affairs what discussions he has now had with the illegal Smith régime or persons going to see Mr. Smith on behalf or with the approval of Her Majesty's Govern- ment; and whether he will make a state- ment.
Sir Alec Douglas-Home: There have been no such discussions as yet. As regards our intentions I would refer the hon. Member to the answers given by my right hon.
