Miss Deas confirms that Mr. Royle told Mr. James Johnson
M.P. about the undertaking that there would be detailed
discussions with the T.U.C. on the draft bill. She is under the
impression that the Governor told Mr. Royle in Hong Kong that
he was aware that the T.U.C. would want to discuss the bill.
Perhaps Mr. Wilford may remember what was said.
2. If a letter is sent by Mr. Johnson to Mr. England in which this undertaking is mentioned, it will be necessary to tell the Hong Kong Government also. It is anticipated that the bill will
be introduced into the Legislative Council late in November or
early in December so, if there are further amendments which we
would wish to put to Hong Kong, the discussions with the T.U.C. should be held soon.
3. I attach a draft letter which to the acting Colonial Secretary.
