Mr. Foggon is on leave but I have spoken to him on these drafts.

2. He made several points which he considers should be reflected in the replies to this correspondence. These are that the Hong Kong Government is responsible for making decisions on the Bill but has snown its willing- ness to consider amendments on the basis of comments received on the draft Bill. In their present form the final paragraphs of the draft replies could also give the impression that the Hong Kong Government is yielding to pressure.
